I don't think anything has really changed, and if anybody thinks it has gone for the worse they should pick up and read police manuals from the 60s. BTW police forces are not abstrabt entities, they are composed of individuals and obviously the interests of each individual matter more to them than any random person. Which means it should not be surprising policemen are not catching a bullet for you anytime soon. The incentives are there in the other direction, though.
