He was a mentally ill person who was LARPing around.

The local gov't officials are twisting these people into risking their lives. 
We have the evidence now.

But the problem with most of these LARPers is that they are mentally ill people
who are living a fantasy story in which they are the main character.  When
their masters tell them to go out and be a hero, they think they actually can -
and they do not consider the consequences because the ability to do that has
been "educated" out of them.

Depends on who knows how to use the gun better.  But these LARPers don't know
how to use a gun - other than what they saw on TV/Movies.
