Here, in later years, some of the fast food places had sections that were
"walled off" with plexiglass (??), usually off in a corner.  That seemed
to help.
 
As I pointed out in another message, depending on where you were in the
state, it might turn out that the small, walled-off area was the
non-smoking section as so many people in those areas smoked.
