You were right about part of it, but not this part.  The right picked it
up after hearing "non-right" protesters chant it.  They also got the idea
that it meant taking *all* the money away from those on the "non-right"
who claimed that was what they indeed meant, even if it wasn't what the
more sane people on their side actually wanted.
 
If you don't want "the right" to call it "defunding" then don't put it on
your protest signs.

We certainly need more facilities and not jail for most of these people. 
Jail won't help them.

Somewhat related but, for a while, here in Kentucky they would send out
social workers to do some of these things because they are supposedly
better equipped.  The sad reality of doing so is that some of the people
they were calling on are, or turn, violent.  After some of the social
workers got injured/murdered, they stopped doing that as they realized
the police are better equipped at dealing with them.
 
In some cases, IIRC, they were sending both and the social workers were
still being targeted.
 
It is a double-edged sword.
