I've used IrfanView for decades, was even an occasional beta tester
when it was just a college project for Irfan Skiljan in the 90's.

I have a simple old 1999 version of Neopaint (4b) that I use as
the photo editor when I need to do more modifications than Irfanview
can handle on its own. Irfanview could probably be linked to any
Paint type program but Neopaint is small (2.x meg), no-nag, simple
to use and it does pretty much everything I've needed.
