Are "nodes" part of telnet logic or part of the bbs software's logic?

I'm just wondering why we can't make a BBS's telnet server act like a web server (like Debian) so that it becomes independent of this ancient "node" system that BBSs use. I realize that it's not on anyone's to-do list, and like Nightfox mentioned: it wouldn't be a smooth transition for passing the user to a door.
