Part of the BBS software logic. There are/were plenty of multi-user/multi-line systems that use/support Telnet connections and have no concept of a "node". That said, there's still finite consumable resources for each TCP connection (telnet or otherwise), in *any* system, so there's always some limit somewhere that you can theoretically, eventually, reach.
