Maybe. But the default Synchronet/SBBSecho configuration doesn't do that (echocfg->Paths->Outgoing Semaphore File is blank), so while (by default) the FIDOUT event will run immediately (which invokes SBBSecho export), it will not then immediately run binkit.js. If it is, it's because Phil changed some setting.
