For Mystic peers, lower log level for unfixed message

Mystic up to version 1.12A49 sends an M_EOB without an M_GOT but
only after the transfer is successful.

For this case, since Mystic is dead, log at INFO level to keep
sysops willing to look at warnings.

Should fix issue #1103
