Here is what I use with BinkD for OS/2:

exec "freq.cmd *S" *.req

freq.cmd contains:

@echo off
f:
cd \afix
ALLFIX RP -SRIF %1

I had to use a .cmd file because my ALLFIX doesn't live in the same directory 
as my BinkD.  Try FREQing something from 1:320/119 to see how it works.
