If I remember right, I just took the default "smartquote" option and made it user configurable also (ie: /smartquote=on/off). Which I also did with a few other sysop-only configurable options at the time (ex: /tearline=on/off, /flowed=on/off, and probably others). Basically any options that wouldn't compromise security but would be better off user configurable rather than forced via the config file.

Only difference is I didn't change the original keyword, wanting to stick with what was already in place for most of those options.
