It's like the "bad guys" in various stories.

You have one type that's simply evil.  He hates everything and everyone and
wants the world to burn - even though he burns with it.

Then you have another type that's not really evil, he just only cares about
himself and doesn't care about who gets hurt while he's getting what he wants.

Then you have the Elitists who don't care about anyone.  They don't want to
depopulate the Earth.  They just want the population reduced to the point that
they can control everything and want people to be slaves that they will "care
for."
