Under the U.S. Constitution (Article I, Section 8), Congress holds the primary power to lay and collect tariffs, duties, and imposts" The executive branch doesn't have the authority to levy tarrifs. FULL STOP. It wasn't SCOTUS that narrowly interpreted it, it is one of the places the constitution is incedibly narrow, and unfortunately anotehr area congress has largely abdicated it's authority, removing checks and balances. Because tariffs weren't an adequate income source, because the importation of goods actually limmits the money those goods can generate, and it unduely burdens the consumers, while bennifiting those with wealth.. Believing anything that comes out of the Trump administration at this point is like beliving that the narcacist you are in a relationship with is willing to change.
