IHMO: Bad idea.

First, because there has to be a delay in implementation.  You just can't drop
new rules and expect them to be implemented overnight.

Then because you know that there will be TONS or court cases from the Left to
delay the implementation.
We need time for the Supremes to say "Yes, you will implement them for the
midterms".

Too true.
