Your description still makes sense, but the precept doesn't make sense to me. It's equates to "Even if the majority wants something, the minority still has the opportunity to take it away from them."

It's like if I hired a mechanic to make my car go faster, but then I'm required by law to take it to another mechanic who will make it go slower.
