Part of how our gov't was set up was to prevent the "Tyranny of the Majority". Simple example: A majority of a town votes to allow anyone to take any car for use and forces people to leave their keys in the car. A judge can come in and rule that the new law is unconstitutional and strike it down. Just because the majority want to do something doesn't mean it's right or legal. But in your example, the law that says that you have to take your car in to make it slower is unconstutional and can be ignored. Side note: They know this. That's why they put pressure on car manufacturers to put in those constraints. They know that they cannot make the people do that. ...
