But that's back to Tyranny of the Majority.  We need laws that can't be changed
by a simple majority.

Ex: Muslims have invaded many areas of the U.S.  In those areas, they are the
majority.  If we had a simple "majority rule", then the minorities would
suffer.

Instead, we have laws against, say, burning someone's house down (especially if
they are in it) that can't be overruled by a majority.
